'Trebuchet MS',sans-serif;\">&nbsp;A \u00e1gua \u00e9 um recurso essencial para a vida, sendo fundamental para a sa\u00fade e bem-estar de todos os seres vivos, para o desenvolvimento econ\u00f3mico de um pa\u00eds e de grande import\u00e2ncia para a manuten\u00e7\u00e3o dos ecossistemas. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 6.0pt; text-align: justify; line-height: 150%;\"><span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">A qualidade da \u00e1gua para consumo humano \u00e9 uma preocupa\u00e7\u00e3o constante, uma vez que a presen\u00e7a de contaminantes pode representar riscos para a sa\u00fade p\u00fablica. Embora a qualidade da \u00e1gua possa ser verificada atrav\u00e9s das suas caracter\u00edsticas organol\u00e9ticas, tais como, a aus\u00eancia de cheiro, cor e sabor, estas n\u00e3o s\u00e3o suficientes para garantir a potabilidade da mesma. Uma \u00e1gua com um aspeto cristalino pode, ainda assim, conter microrganismos patog\u00e9nicos e subst\u00e2ncias t\u00f3xicas que n\u00e3o s\u00e3o vis\u00edveis a olho nu. Portanto, a qualidade da \u00e1gua destinada ao consumo humano \u00e9 garantida atrav\u00e9s da realiza\u00e7\u00e3o de an\u00e1lises microbiol\u00f3gicas e f\u00edsico-qu\u00edmicas.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 6.0pt; text-align: justify; line-height: 150%;\"><span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">Em Portugal, a qualidade da \u00e1gua destinada ao consumo humano tem vindo a apresentar, nas \u00faltimas d\u00e9cadas, uma evolu\u00e7\u00e3o muito significativa. Esta evolu\u00e7\u00e3o resulta, n\u00e3o s\u00f3, das v\u00e1rias atualiza\u00e7\u00f5es ao longo dos anos das diretivas europeias relativas \u00e0 qualidade da \u00e1gua para consumo humano, mas tamb\u00e9m do pr\u00f3prio modelo de regulamenta\u00e7\u00e3o que se apresenta em constante aperfei\u00e7oamento e que possibilita a dete\u00e7\u00e3o e corre\u00e7\u00e3o de situa\u00e7\u00f5es que comportem risco para a sa\u00fade. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 6.0pt; text-align: justify; line-height: 150%;\"><span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">Nessa perspetiva, e tendo em vista a melhoria cont\u00ednua do controlo dos valores param\u00e9tricos da \u00e1gua fornecida aos consumidores, foi publicado um novo Decreto-Lei n.\u00ba 69\/2023, de 21 de agosto de 2023, que tem como objetivo proteger a sa\u00fade p\u00fablica de qualquer contamina\u00e7\u00e3o da \u00e1gua destinada ao consumo humano, assegurando a sua salubridade e limpeza para todos os Estados-Membros da Uni\u00e3o Europeia. Para o efeito, estabelece um conjunto de requisitos m\u00ednimos a que est\u00e1 sujeita a \u00e1gua destinada ao consumo humano, impondo aos Estados-Membros a ado\u00e7\u00e3o de todas as medidas necess\u00e1rias para garantir que esta n\u00e3o cont\u00e9m quaisquer microrganismos e parasitas, nem subst\u00e2ncias que, em quantidades ou concentra\u00e7\u00f5es, em determinadas circunst\u00e2ncias, constituam um perigo potencial para a sa\u00fade humana.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 6.0pt; text-align: justify; line-height: 150%;\"><span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">Com a emiss\u00e3o do novo Decreto-Lei, no que concerne \u00e0 lista de valores param\u00e9tricos, destaca-se a introdu\u00e7\u00e3o de novos par\u00e2metros como a <i>Legionella<\/i>, outros subprodutos da desinfe\u00e7\u00e3o, como os \u00e1cidos haloac\u00e9ticos ou o desregulador end\u00f3crino bisfenol A e, ainda, as subst\u00e2ncias perfluoroalquiladas (PFAS) e, salienta-se, igualmente, a defini\u00e7\u00e3o de valores param\u00e9tricos mais restritivos para o cr\u00f3mio e para o chumbo,<\/span> <span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">com previs\u00e3o de per\u00edodos de transi\u00e7\u00e3o para a ado\u00e7\u00e3o de medidas corretivas.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%;\"><span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">Adicionalmente, est\u00e1 prevista a implementa\u00e7\u00e3o de uma abordagem de avalia\u00e7\u00e3o do risco que deve incidir sobre tr\u00eas componentes principais da cadeia de abastecimento: as bacias de drenagem dos pontos de capta\u00e7\u00e3o de \u00e1gua destinada ao consumo humano, os sistemas de abastecimento p\u00fablicos, e os sistemas de distribui\u00e7\u00e3o predial com particular incid\u00eancia nas <b>instala\u00e7\u00f5es priorit\u00e1rias*<\/b>.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; line-height: 150%;\"><span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">Esta avalia\u00e7\u00e3o do risco tem como base o processo de recolha e an\u00e1lise de dados, de caracteriza\u00e7\u00e3o das condi\u00e7\u00f5es do sistema com vista \u00e0 identifica\u00e7\u00e3o de perigos e de eventos perigosos, efetuado de modo sistem\u00e1tico ao longo de toda a cadeia de abastecimento, desde a bacia de drenagem, a capta\u00e7\u00e3o, o tratamento e o armazenamento at\u00e9 \u00e0 distribui\u00e7\u00e3o da \u00e1gua no ponto de verifica\u00e7\u00e3o de conformidade que permite concluir quais s\u00e3o os riscos significativos para a seguran\u00e7a da \u00e1gua para consumo humano.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 6.0pt; text-align: justify; line-height: 150%;\"><span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">Assim, os titulares dos edif\u00edcios considerados <b>instala\u00e7\u00f5es priorit\u00e1rias*<\/b> <u>dever\u00e3o efetuar uma avalia\u00e7\u00e3o do risco que deve incluir:<\/u><\/span><\/p>\n<p class=\"MsoListParagraphCxSpFirst\" style=\"margin-bottom: 6.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;\"><!-- [if !supportLists]--><span style=\"font-size: 10.0pt; line-height: 150%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;\">\u00b7<span style=\"font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; <\/span><\/span><!--[endif]--><span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">Uma an\u00e1lise dos riscos potenciais associados ao sistema de distribui\u00e7\u00e3o predial de \u00e1gua e aos produtos e materiais conexos, bem como, a verifica\u00e7\u00e3o da medida em que afetam a qualidade da \u00e1gua no ponto em que sai das torneiras, que, por regra, s\u00e3o utilizadas para \u00e1gua destinada ao consumo humano. <\/span><\/p>\n<p class=\"MsoListParagraphCxSpLast\" style=\"margin-bottom: 6.0pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo1;\"><!-- [if !supportLists]--><span style=\"font-size: 10.0pt; line-height: 150%; font-family: Symbol; mso-fareast-font-family: Symbol; mso-bidi-font-family: Symbol;\">\u00b7<span style=\"font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; <\/span><\/span><!--[endif]--><span style=\"font-size: 10.0pt; line-height: 150%; font-family: 'Trebuchet MS',sans-serif;\">A monitoriza\u00e7\u00e3o realizada com base nos par\u00e2metros listados na Tabela 2, nas instala\u00e7\u00f5es em que s\u00e3o identificados riscos espec\u00edficos para a qualidade da \u00e1gua e para a sa\u00fade humana. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 6.0pt; text-align: justify; line-height: 115%; mso-layout-grid-align: none; text-autospace: none;\"><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif;\">1) <\/span><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">Recomenda-se que a concentra\u00e7\u00e3o deste par\u00e2metro na \u00e1gua da torneira do consumidor esteja entre 0,2 e 0,6 mg\/l de cloro residual livre ou 0,1 e 0,4 mg\/l de di\u00f3xido de cloro. No caso dos abastecimentos em alta, recomenda-se que a concentra\u00e7\u00e3o do desinfetante residual nos pontos de entrega seja, no m\u00ednimo, igual ao valor m\u00e1ximo dos intervalos referidos para a torneira do consumidor. A determina\u00e7\u00e3o deste par\u00e2metro n\u00e3o \u00e9 obrigat\u00f3ria nas situa\u00e7\u00f5es previstas no n.\u00ba 2 do artigo 8.\u00ba do Decreto-Lei n.\u00ba 69\/2023, de 21 de agosto de 2023.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: 0cm; text-align: justify; line-height: 115%; mso-layout-grid-align: none; text-autospace: none;\"><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">2) Sem altera\u00e7\u00e3o anormal significa, com base num hist\u00f3rico de an\u00e1lises, resultados dentro dos crit\u00e9rios estabelecidos pelas entidades gestoras. Quando ocorre uma altera\u00e7\u00e3o anormal, \u00e9 desej\u00e1vel que a entidade gestora averigue as respetivas causas.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: 0cm; text-align: justify; line-height: 115%; mso-layout-grid-align: none; text-autospace: none;\"><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">3) N\u00e3o \u00e9 desej\u00e1vel que o n\u00famero de col\u00f3nias a 22\u00b0C seja superior a 100.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: 0cm; text-align: justify; line-height: 115%; mso-layout-grid-align: none; text-autospace: none;\"><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">4) Para a \u00e1gua em garrafas ou noutros recipientes, a unidade \u00e9 n\u00famero\/250 ml.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: 0cm; text-align: justify; line-height: 115%; mso-layout-grid-align: none; text-autospace: none;\"><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">5) No caso de tratamento de \u00e1guas superficiais, o valor param\u00e9trico da turva\u00e7\u00e3o \u00e0 sa\u00edda da esta\u00e7\u00e3o de tratamento n\u00e3o deve ser superior a 1 UNT.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: 0cm; text-align: justify; line-height: 115%; mso-layout-grid-align: none; text-autospace: none;\"><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">6) As entidades gestoras devem seguir as recomenda\u00e7\u00f5es da Entidade Reguladora dos Servi\u00e7os de \u00c1guas e Res\u00edduos (ERSAR) no que diz respeito \u00e0 amostragem.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: 0cm; text-align: justify; line-height: 115%; mso-layout-grid-align: none; text-autospace: none;\"><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">7) O valor param\u00e9trico de 5 \u00b5g\/l a cumprir, o mais tardar, em 12 de janeiro de 2036. At\u00e9 essa data, o valor param\u00e9trico para o chumbo deve ser de 10 <\/span><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: Arial;\">\u00b5<\/span><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">g\/l. Ap\u00f3s essa data, o valor param\u00e9trico de 5 <\/span><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: Arial;\">\u00b5<\/span><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">g\/l deve ser respeitado, pelo menos, no ponto de abastecimento do sistema de distribui\u00e7\u00e3o dom\u00e9stica. Para efeitos do disposto no n.\u00ba 2 do artigo 34.\u00ba do Decreto-Lei n.\u00ba 69\/2023, de 21 de agosto de 2023, o valor param\u00e9trico a aplicar \u00e0 sa\u00edda da torneira deve ser de 5 <\/span><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: Arial;\">\u00b5<\/span><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">g\/l.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: 0cm; text-align: justify; line-height: 115%; mso-layout-grid-align: none; text-autospace: none;\"><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">8) O valor param\u00e9trico refere-se \u00e0 concentra\u00e7\u00e3o residual do mon\u00f3mero na \u00e1gua, calculada em fun\u00e7\u00e3o das especifica\u00e7\u00f5es, fornecidas pelo fabricante, da migra\u00e7\u00e3o m\u00e1xima do pol\u00edmero correspondente em contacto com a \u00e1gua.<\/span><\/p><p class=\"MsoNormal\" style=\"margin-bottom: 0cm; text-align: justify; line-height: 115%; mso-layout-grid-align: none; text-autospace: none;\"><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">9) Este valor param\u00e9trico \u00e9 fixado para efeitos dos artigos 14.\u00ba, 15.\u00ba, 24.\u00ba e 25.\u00ba do Decreto-Lei n.\u00ba 69\/2023, de 21 de agosto de 2023. As a\u00e7\u00f5es previstas nesses artigos podem ser consideradas ainda que o valor esteja abaixo do valor param\u00e9trico, nomeadamente em caso de infe\u00e7\u00f5es e surtos. Nesses casos, o foco infecioso dever\u00e1 ser confirmado e a esp\u00e9cie de <\/span><i><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: Arial-ItalicMT;\">Legionella <\/span><\/i><span style=\"font-size: 8.0pt; line-height: 115%; font-family: 'Trebuchet MS',sans-serif; mso-bidi-font-family: ArialMT;\">dever\u00e1 ser identificada sob as orienta\u00e7\u00f5es da autoridade de sa\u00fade.
